Pulls over (mostly) onto the shoulder, drives slowly along there (running over the base for one of those barrel things), then veers across the lane to go to the northbound exit.

No consideration at all. I hate assholes like that.

Pull over safely and check directions and don’t impede traffic . If you do not have time to safely check directions pick a fucking route and keep driving until you can pull over safely.

I’m guessing they saw a traffic incident on their dashcam and they had to pull over and slow down to safely sneak in a quick post about it on opposite lock.

I’ve actually started to see a bit more of this kind of thing since we had some new more restrictive state laws get passed entirely restricting all device use. Folks jump lanes to get to the shoulder when their phone rings, then end up having to merge back into traffic from a full stop...
